BEFORE

Before beginning construction on your building, you must obtain a building permit; otherwise, you risk having the work halted. The application for a building permit must be submitted to the mayor.

This application must include information about the owner and the exact location of the property. It must also describe the proposed work and be accompanied by a file containing the following documents, to be submitted in duplicate:

  • a cadastral extract;
  • a certificate issued by the Order of Architects and Certified Engineers;
  • construction drawings on a scale of 1:100 or 1:50;
  • a survey conducted by a licensed surveyor.

Construction plans must include:

  • floor plans of all levels, including the basement and attic, showing the shape of the roof;
  • These plans will provide information on ventilation systems, fireplaces, and chimneys;
  • The longitudinal and cross-sectional views necessary for the study of the construction project, showing the existing topography of the site and the planned modifications;
  • Elevation views of all facades, showing the levels of the courtyards, the gradients of public roads, and the facades of existing adjacent buildings.

As a general rule, all plans must be prepared and signed by a licensed architect or structural engineer. They must be countersigned by the building owner(s). All documents must be submitted folded to DIN A4 size, with margins, and clearly labeled to indicate their contents.

The certificate stating the year the home was built is used in the process of issuing housing assistance and subsidies.

Any change in use requires prior authorization

CHANGE OF USE OF A BUILDING

If you intend to change the use of your home or any rooms in your building (e.g., converting a residential unit into a commercial space), you must apply for a permit from the mayor.

CHANGES MADE TO THE BUILDING

A building permit must be requested from the mayor, specifically for:

  • Any new construction
  • Extensions, additions, and alterations to existing structures, as well as any other modifications to exterior walls, load-bearing elements, and roofs
  • Any work performed on the exterior of a building located in a protected area, including the installation of awnings, canopies, and shades;
  • Demolition work
  • Excavation and backfilling work, and the construction of retaining walls
